Environmental Justice

…as defined by the United States Environmental Protection Agency

“Environmental Justice is the fair treatment and meaningful involvement of all people regardless of race, color, national origin, or income with respect to the development, implementation, and enforcement of environmental laws, regulations, and policies. EPA has this goal for all communities and persons across this Nation. It will be achieved when everyone enjoys the same degree of protection from environmental and health hazards and equal access to the decision-making process to have a healthy environment in which to live, learn, and work” (USEPA, http://www.epa.gov/oecaerth/environmentaljustice/index.html)

Environmental justice is a study in the confluence between society (groups, peoples, places) and the environment. Through environmental justice, the burden brought on by the environment, should be shared equally between everyone. Laws and rules that are made with regard to the environment, worldwide, should see to it that people, no matter race, gender or any other indicator are are treated unfairly. Everything from law making to implementation should be considered when thinking about the environment.

Some Environmental Justice Cases:

An earthquake in Oakland, CA in 1989 sent the Cyprus freeway, built in the 1950′s, crumbling to the ground. When this happened, Caltran (California Transit) was going to simply rebuild it in the same spot. The placement of the freeway had been in a very poor place for the community. The freeway ran East, West, separating the city of Oakland into two separate parts. It ran right through the city dividing what would have otherwise been a cohesive group of people living together. When Caltran proposed to build rebuild the freeway in the same place, the community protested. The community finally got what they wanted, and the roadway was built along the southern railroad lines. This qualifies as environmental justice because a natural disaster, no matter how bad it was, enabled a group of people to speak freely about how a roadway separated them from the rest of the community, thus rendering it an “economically dissadvantaged” area (United States Department of Transportation http://www.fhwa.dot.gov/environment/ejustice/case/index.htm#5)

Because I had never though about environmental justice all that much before this class, I was under the impression that justice had to be served to the environment. Previously, I did not understand that environmental justice was about the people effected by the environment. Environmental justice makes sense, especially when you begin to think about third world counties, and exploitation. Without the idea of environmental justice, an economic superpower, such as the US, could set up unsafe and unfair practices, that could for instance lower infant mortality rates, or harm the drinking water.

Raster Data Models: divide the world into a sequence of identical, discrete entities, by imposing a regular grid. Usually, the grid is square.

land use: can be very defined, each cell assigned a type of land use based on energy reflected from it.

In the article Geography Matters, many different ways that geography is used are discussed. Everything from agriculture to retail. Farmers can use GIS to form precise agricultural systems. “By better understanding how features within the landscape interact, decision makers can optimize efficiency and improve economic returns” (Geography Matters).

Retailers take down customers zip codes so that they can put them into a database. Once they have a database, they can see where the majority of their business comes from and then make tactical decisions about targeting certain areas. The article says that some retail stores will put billboards up on the routes that they know the people that shop with them travel on.
